Looks like this is Ubuntu-specific and is fixed by debian package version 5.5.0+dfsg-7. Launchpad bug 993249 is looking to sync the package and can fix this problem.

Proof that it's an Ubuntu-specific problem:

http://packages.debian.org/sid/all/libactivemq-java/filelist shows that the Debian package installs files in /usr/share/*
while http://packages.ubuntu.com/precise/all/libactivemq-java/filelist shows that Ubuntu doesn't.
