This cannot be caused by quidance-power-management as all the cpufreq stuff is done by kernel (ondemand) and powernowd (if ondemand is not supported). It may be that hibernate/suspend preparation does something wrong.
Can you attach:
- output of "dmesg"
- output of "cat /sys/devices/system/cpu/*/cpufreq/*"
