this is my ambitious attempt at tackling this issue.
i created a blueprint at https://blueprints.launchpad.net/ubuntu/+spec/handlingtooagressivepowermanagment that summaries the usfull information found in this bug report (and became impossible to extract because of the high noise ratio) and brainstorming possible solutions.
i just want to clarify that i am not a Ubuntu developer and there is no guarantees that someone would actually even try to fix this bug.
i think the key to solving this issue is to simply find out how is it that windows is not suffering from this issue. i know people think windows do not suffer from this issue because it does not write to the hard drive as often as Ubuntu but according to comment https://bugs.launchpad.net/ubuntu/+source/acpi-support/+bug/59695/comments/308 that is not true and bringing Ubuntu to the same state as windows is a acceptable solution to most users.
