I can confirm that the above works to resolve the issue. It's also worthy to note that with my hard drive (Hitachi HTS541616J9SA00), a value of 200 for BATT_HD_POWERMGMT results in ~3 load cycles per hour, which is well under the reasonably defined limit of less than 15 per hour. It's then possible to lower the number incrementally if desired to find something closer to <15/hr, if more power management features are desired.
