In my opinion, the only time when it is really safe and useful for the
HD to do -B with less than 254, is when laptop mode is enabled. In
Debian I wrote it so that control is left to laptop-mode-tools when
laptop mode is enabled and configured, so in those cases the user can
configure it differently. In all other cases we cannot be sure that it
is safe, so we apply -B 254.
