This bug, and the many bugs that are duplicates of it, have many
comments that are confusing or inaccurate because people who are only
partially aware of how the computer works are trying to discover what is
causing a demonstrated problem. Also, people who have the access to
make changes in the Ubuntu operating system (I.e., the laptop team, etc)
haven't shown any clear leadership or care about the issue. Thus,
people who do not have the authority to make changes, and who are more
inexperienced with fixing this sort of problem are trying to fix the
problem themselves, because it is their only recourse. The end result
is a lot of hubbub, and little effective action.

I am requesting that the laptop team step in and take a helpful and
organizing role, and to do something about the issue, not because it is
their fault, but because no one else will or can, unless we change
operating systems.

Please.

This is an important issue.

It is causing information loss.

It is costing people money.

It is costing people pointless time, and pointless effort.

It is affecting the reputation of Ubuntu.

If I might suggest and be heard, it may be a good idea to select a few
power users who have the bug, then bring them into a semi-private
conversation of some sort, (maybe a private bug, if there is such a
thing), or simply a moderated bug of some sort in which comments from
those that are not directly pertinent to fixing the bug are deleted, and
a request not to become involved is sent. Then, with that limited group
of people, start seeking out the causes and sorting out solutions to the
problem. In the meantime, keep the public posted via this (the current,
incredibly busy and chaotic) bug. Acknowledged, this is not the only
way of going about it, and any methodology that *works* is ok. And of
course, a methodology that works and keeps people informed is
preferred.
