@Robert - the easiest way I found to restart accounts service is:
$ sudo killall accounts-daemon
- it will be respawned when it is contacted again (e.g. when a greeter starts)

There's not a lot of documentation on accounts service - http://www.freedesktop.org/wiki/Software/AccountsService/ is your best info.
