Turns out the modem is working fine on the Precise Pangolin. What was perceived as a bug was really a change in the behavior of the system.

On Oneiric, everytime you connected the dongle to the usb port, a message would pop up asking you what to do, and you'd see a folder in the Nautilus window, since this modem can act as flash drive. So that's how you realized the modem was recognized.

The native Unity network configurator didn't work with this modem, so I had to make use of Huawei Mobile Connect dialing program for Linux, which resided in the flash-drive part of the modem.

When I upgraded to Precise, connecting the modem to the usb port did nothing noticeable, at least not like on Oneiric, and no new folder was visible with the contents of the embedded flash drive. I thought that was a bug. But in fact Huawei e173s modem is not only recognized, though less conspicuously, but also works with the Unity dialer now, making the use of Mobile Connect unnecessary.

So, before someone is assigned to work on this, I must apologize for the inconvenience of reporting a bug that is not, and hope this may help anyone that is caught in the same blunder.
