Reportbug is no longer part of the default install (this changed with 6.10).
It is not removed from existing systems, because the user could very well be
using it, or have installed it explicitly.

It is still in main because a supported package indirectly depends on it
(dpkg-dev-el). We'll have to evaluate whether this package is worth any
confusion resulting from reportbug being in main.
