I confirm that in Windows I have keyboard layout set to Slovenian and time zone "GMT+01:00 Belgrade, Bratislava, Budapest, Ljubljana, Prague"

But I have location set to "United States" and a customized Standards and formats: set to "English (United States)" but customized to be like Slovenian. The reason is that otherwise some Windows applications ASSume that I want their GUI translated to Slovene, which is not true. (translations usually suck in quality).
