To fix this bug, you should change 2 strings in file /usr/share/X11/locale/locale.dir:

-ru_RU.UTF-8/XLC_LOCALE ru_RU.UTF-8
-ru_RU.UTF-8/XLC_LOCALE: ru_RU.UTF-8

+en_US.UTF-8/XLC_LOCALE ru_RU.UTF-8
+en_US.UTF-8/XLC_LOCALE: ru_RU.UTF-8

Maybe there is another fix, but i think it's a real bug. There is no directory ru_RU.UTF-8 in /usr/share/X11/locale/
