It is possible to runs programs in '/sbin/', ...I use the following on a frequent basis:

  /usr/sbin/iwconfig
  /sbin/lsmod
  /sbin/ifconfig

but none of these commands will doing that makes changes without priviliges (eg. running under sudo).
