Rationale for requesting from experimental:
Ibid is currently in Debian experimental, as the first release (0.1) is due within the next week or two, at which point there'll be an upload to Debian sid and another sync request for lucid filed.

0.1 Release Schedule:
The final feature required for 0.1 release in currently under review: https://code.edge.launchpad.net/~ibid-core/ibid/feature-discovery-399667/+merge/19785
Other features that make it before then may be merged, but once that branch is in, there'll be a week of hard bug hunting and stabilisation before final release.

Rationale for new package request in feature freeze:
The majority of Ibid users use Ubuntu and getting a release into an LTS will make them very happy. It's unlikely to impact anyone else, as an IRC bot is a pretty niche package, not installed on many machines.
Should 0.1 not be accepted into Lucid for whatever reason, r881 is a perfectly usable release (although there have been quite a few bugs fixed since then).
