Rationale for requesting from experimental:
Ibid is currently in Debian experimental, as the first release (0.1) is due within the next week or two, at which point there'll be an upload to Debian sid and another sync request for lucid filed.
Rationale for new package request in feature freeze:
The majority of Ibid users use Ubuntu and getting a release into an LTS will make them very happy. It's unlikely to impact anyone else, as an IRC bot is a pretty niche package, not installed on many machines.
Should 0.1 not be accepted into Lucid for whatever reason, r881 is a perfectly usable release (although there have been quite a few bugs fixed since then).
