I got it working on one of my two computers by using sysv-rc-conf to add run level S to the CUPS entry. It didn't work on my main system, though.
While fooling around, I broke my older system (the one where i got CUPS working) and had to reinstall Karmic. Before any updates are loaded, I now see CUPS is running as it should. The version in the vanilla install is 1.4.1-5ubuntu2. Next, I'll install all the updates and see what happens.
