GDM and KDM both respawn at restart from ubiquity only installs

Bug Description
This bug effects both wubi and "install x" from a livecd menu.
The bug comes at the end of the install when it's time to restart. The screen flickers between the desktop and the terminal. This causes a kind of strobe effect.
This is cause by gdm and kdm being respawned as the system tries to shutdown.

This happens to me as well in virtualbox with normal desktop installations.
