There is an error in the Build-Depends line makeing the package fail to build:

dpkg-checkbuilddeps: warning: can't parse dependency \
 libblacs-mpi-dev
dpkg-checkbuilddeps: error: error occurred while parsing Build-Depends/Build-Depends-Indep)
dpkg-buildpackage: warning: Build dependencies/conflicts unsatisfied; aborting.

Please get this fixed first.
