With Wayland control of input, drag'n'drop and raising/lowering windows is completely moved
into KWin. Windows will (at least with KWin as Wayland server) not be able to raise themselves
any more. All this is controlled by the Compositor which does enforce a policy on the clients.

Because of that I don't see why this bug should not be fixable with Wayland. KWin controlls the
mouse and knows whether a drag'n'drop has been started or whether the window should be
activated and raised on mouse click.
