Comment 36 for bug 38753

In KDE 4.6 it gets even worse. With the newly introduced “Windows 7 like launchers” where you can place any file/document in your taskbar, the dragging-to-raise-window feature no longer works. So dragging a file out of a window to the taskbar and then waiting for the target window to raise to drop the file there no longer works! You *always* need to either use split view (in Dolphin) or re-arrange both windows, so you see them all and drag elements directly. This is just aweful! (It works with Smooth Tasks widget, though, so it is definitly due to the launcher thingie)
