Comment 26 for bug 38753

I would like to point out that on Windows, usually a window moves to the foreground on mousedown, but if you click on something that can be dragged, it waits for the mouseup event. This appears to be a compromise between moving windows to the foreground as early as possible, while still avoiding drag and drop problems.
