Comment 13 for bug 38753

While I agree with the original idea, a workaround has been implemented for some time (and is how its done in Windoze world) - while dragging, move the mouse to the Taskbar over the target applications icon for a moment and this application will be raised, after which you can finish the drag'n'drop action.
