Bug Description
Binary package hint: update-manager
It seems that update-manager is currently downloading packages in the background when not configured to do so. I have been feeling this is true for some time, and likely ever since I upgraded to Jaunty but I have no confirmation of this behaviour until now.

You can see this behaviour on the attached screen shot. Note that I have a number of pending updates from proposed (top left). Note that I only have installation of security updates enabled, I do not have 'Download all updates in the background' set (top right). Dispite this I already have the updates in my apt-cache, and no downloads will be required before installation (bottom right). This seems wrong and definatly a change from Intrepid.
