Kubuntu fails to work with ATI HD 2600 Pro AGP card

Bug Description
ATI HD 2600 Pro AGP card doesn't seem to work properly in Kubuntu 8.04 nor in Kubuntu 9.04. I have tried radeon/ati, radeonhd (version from the official repos) and the propriety ATI driver (many many versions of it). Many of these tries result in X being corrupted or not starting at all. Usually the fgrlx being the worst. Best results displayed unbearably slow system, where scrolling down a web page is a one day's work. Kubuntu 8.04 displayed a little better performance, but far from being usable still.
In Windows, it is very difficult to find the correct driver as well since ATI doesn't seem to give much support to the AGP versions of these cards. But it works when the correct driver is found.
The Internet tells some success stories on this, but nothing that I have managed to replicate. So I thought it is wise to start this bug thread here to acknowledge this problem and hopefully find some solution.
The motherboard chipset is NVIDIA 3.
Oh yes, and I tried another MB as well with VIA's chipset. And even few different power supplies.
