I'm not sure why webmin isn't included with Kubuntu. I checked, and the licensing info says: "All recent versions of Webmin are under a BSD-like licence, meaning that it may be freely distributed and modified for commercial and non-commercial use."
So it seems like it should be OK to include it in Kubuntu.
I used to use webmin under Mandriva, and it was a great centralized place to administer almost everything.
