This bug can be seen also in Ubuntu 22.04.
AZERTY keyboard has a "Shift lock". However, Belgian or French (AZERTY keyboard layouts, in Ubuntu 22.04 does not have "Shift lock" key but a "Caps lock" key.
With "Shift lock" key-on state, shift key is pressed when pressing number keys and shift key should not pressed when pressing arrow keys or clicking mouse buttons as mentioned by other users above.
gnome-tweaks's "Caps Lock toggles ShiftLock (affects all keys)" does not solve this problem either, because then shift key is also pressed when arrow keys or mouse buttons are pressed, which is not the normal behavior of "Shift lock". With normal behavior of "Shift lock", shift should not pressed when pressing arrow keys or clicking mouse buttons. With the gnome-tweak's "Caps Lock toggels ShiftLock (affects all keys)" feature, texts are selected with arrow keys or mouse clicks because of this, which is not intended behavior. Pressing arrow keys or mouse buttons should not select texts when "Shift lock" is on normally.
