There is another project to create eclipse plugins for PHP development, PHP Development Tools (PDT). The packaging of this project has been requested in bug 94761 https://bugs.launchpad.net/ubuntu/+bug/94761

I don't know, which project is better and if it's worth to have two PHP eclipse plugins packaged.
