 * The Elan fingerprinter (04f3:0c4b) could not be used, cause it needs MOH Proprietary driver package.
OEM project needs install the Elan fingerprinter (04f3:0c4b) packages when doing release.

[ Test Plan ]

 * Need a laptop with ELAN fingerprinter. From the lsusb, you could check if it's 04f3:0c4b.

 * In Settings, Enable the 'Fingerprint Login' in 'Users' page, and scan a new finger.

 * Reboot or logout, then use fingerprinter to login.

[ Where problems could occur ]

 * On some ThinkPad configs with 04f3:0c4b, the fingerprinter could not be used.

[ Other Info ]

 * ELAN provided the MOH Proprietary driver, a .so file, and I've packed the testing package libfprint-2-tod1-elan, it works fine in my testing.
