This was never an 'xorg' (display server) bug but probably
a result of a policy change relating to stable release updates:

https://wiki.ubuntu.com/StableReleaseUpdates#Phasing explains
the issue as such updates are now 'rolled out' to users gradually
provided there are no adverse update reports.
