Comment #5: Wow, I didn't know PWM could be configured like that. Maybe it is the problem and you just haven't found the right Intel register tweak yet.
Comment #6: That's for the nouveau Nvidia driver, not Intel.
Can we maybe take a step back and verify the problem you experience really is the LCD panel and not some part of the desktop design? You could check that by displaying the same image full screen in both Ubuntu and Windows and verifying that you can notice a difference in the display, even though it's the same image file.
