instance fails to start with "Failed to allocate the network(s)"

Bug Description

I'm experiencing a problem when spawning a VM, it fails after hitting a timeout while waiting for VIF plugged

From nova-compute.log:

So I think neutron is responding something back to nova.

And again I can't understand where the culprit is...

It happens on specific networks, like they are blocked/frozen/malfunctioning, if I create instance on them , all the VMs fail; by the way, I'm creating all the networks, blocked or not, in the same manner.

I'm using Victoria installed by Kolla-Ansible on 3 nodes acting as controller+compute+ceph node

I think it's the same as: https://bugs.launchpad.net/neutron/+bug/1760047
I automated via Terraform the creation of 100 networks, 100 routers and 100 vms, if I disable DHCP everything works fine, otherwise I got a 60 % of non working networks/non spawning vms

From the log which You sent it seems that neutron server already sent to nova notification:

I think You should check check on nova's side where this notification is.
And also, can You check if port for which nova waits is really UP or DOWN just before nova fails instance?

Sorry for the late reply ,
ports related to failing instances are actually DOWN.

If I disable DHCP when creating subnets everything works smooth.
