This might be a duplicate, but not of bug #196277 ("A GNOME login without keypress dosn't set GNOME keyboard settings"), but of bug #251443 ("keyboard layout switching shortcuts like Alt+Alt do not work anymore"). #196277 deals with problems related to autologin. This bug report does not mention autologin, and I'm having the same problem, also without autologin.
