Regarding the first error that you mention:
Err:17 http://
404 Not Found [IP: 91.189.95.83 80]
That is because that particular PPA (personal package archive) is not available for Ubuntu 18.10. The webupd8 team only releases it for some older Ubuntu versions. So please disable that software source.
The second message that you commented on is apparently due to Google Earth repository, and you can report it to Google. That looks safe to ignore anyway.
Let's see if that "check connection" message goes away when you disable the webupd8team indicator-
