Difficulty accessing "Appearance Preferences" tabs

In Gutsy, when I try to access the "Visual Effects" tab under Appearance Preferences, it seems to work normally at first (on a fresh reboot), but if I make a change, the window that should ask if I want to keep the new settings is an empty box. I can close this window by using the "Enter" key.
If I then try to reopen the Appearance Preferences, it doesn't register clicks on the "Background," "Fonts," etc. tabs. I can, however, change the Theme but when I choose different one, it doesn't highlight my new choices after I click on them. For instance, if I click on Clearlooks, it changes the way the windows look, as it should, but does not highlight that selection in the window. If I minimize this window or move it to the background and then give it focus again, it displays as an empty window with the exception of "Appearance Preferences" at the top.
I'm on a Dell Inspiron E1505 laptop with Intel graphics. I've been using Gutsy since it was introduced and never had this problem before when changing appearance preferences. Now it seems to always behave this way.
