When you try to create a snapshot of a Compellent volume that has no data on it, it fails. If the volume has data, it succeeds.
This is specific to Compellent. On the Compellent server side, a volume doesn't exist until there is data or it has been attached to a server. We attempt to do that so we can snap it but if there isn't ask an available server that won't work.
