Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue you described is not a real bug. You can install those packages using Synaptic (System -> Administration -> Synaptic Package Manager).

From the Help page for Install and Remove Applications:
Only simple additions and removals can be performed with Install and Remove Applications. For more advanced needs, the Synaptic Package Manager is used.
