This is not a bug in Ubuntu; the Ubuntu team are not responsible for the named ~sbates ppa. Please contact the owner of that ppa for any issues.

The owner of that ppa has not enabled builds for ppc64el. Any ppa owner can enable builds for ppc64el in their ppa, but this is not enabled by default.
