Thank you for taking your time to send this bug report.
I have verified this behavior on my Gutsy RC install (updated on Oct 17th) as well.
I added a user:
1. system -> administration -> users and groups -> add user
2. created the user 'testing' with the home directory of /media/testing.
3. i logged in as the user 'testing' and Applications -> Internet, right-click on "firefox web browser" and select "add this launcher to desktop"
5. when executing the desktop launcher, it will open launch gedit to edit the .desktop file.

However, I did verify that this only seems to happen in the /media directory.
I am assuming this has to do with gnome-volume-manager. It uses /media to mount it's allowed volumes.

I repeated the same steps above using /home2 directory as my base. The results were as expected; upon executing the firefox desktop launcher - firefox was started.
