Exactly, the voting/rating does not need to have any effect on
prioritization. The priority would still be set by whoever does it now.
It is just an additional source of information for the guys who maintain
the queue of open bugs. It will be easier for them to decide which bug
is of public interest and which is not.

The same applies to blueprints. If in case Canonical or other party
wants to fund some development it would be more easy for them to decide
which one will have great community resonance.
