Before passing this to the archive admins, can you check that:

freecol (see https://bugs.edge.launchpad.net/ubuntu/+bug/113186)

and these required dependencies:

libwoodstox-java
libhiglayout-java

from debian unstable (contrib) are buildable, install and run?

The Debian version has sun-java6-jdk as a build dependency, so I modified it to build with free-java-sdk instead. Here is the debdiff.

It builds properly, as does libwoodstox-java (see https://bugs.launchpad.net/ubuntu/+bug/127595). Haven't tested freecol yet.
