This could actually be a Ubuntu Website bug, but when I click the release notes link from the installer, I get a web browser opened to www.ubuntu.com. It's equally possible that it could be trying to open http://www.ubuntu.com/getubuntu/releasenotes?os=ubuntu&ver=12.10&lang=en which also gets quickly redirected to www.ubuntu.com.

The URL is taken from the .disk/release_ notes_url from the ISO image. www.ubuntu. com/getubuntu/ releasenotes? os=ubuntu& ver=12. 10&lang= en
Then language is substituted into it.
Currently (and have been for the whole cycle) the URLs redirect to ubuntu.com homepage for 12.10 version.
Changing the version to 12.04 redirects to the correct release notes.
