Suggestion on first splash screen to check Release Notes for more information just takes you to the ubuntu.com home page, not to the Xubuntu RR release notes.

The release notes url goes to correct location, the redirector, up until 13.04 is actually released, then it goes to a useful place instead.

You may wish to contact xubuntu folks to ask them to create a landing page for 13.04 development release notes, while raring is in development....
