Improve the usability of the app scope

Bug Description
The current app scope is lacking many usability features.
The favorite area at the top seems redundant with the concept of the launcher but with no customization. BTW it looks poor on the tablet simply taking an entire row of space for 4 apps. We could add a simple way to favorite apps, such as employing a start on the app detail page viewed with long press. Or perhaps this should be removed entirely in favor of the launcher.
The Store scope icon is hidden at the bottom of the list and should be more prominent. The store scope could be favorite by default
Short of a full scope redesign, can we make the organization of this scope incrementally better?
