Let's assume you have a SIM slot on your Ubuntu phone, but it's not registered as present (for any reason). We currently have no spec for this[1]. And, I do not think it is solved by [2] – cellular hardware *is* present (the modem/slot/antenna).
The current UI (remove the SIM and reboot to see for yourself) is a single-sim-looking, insensitive UI. The unfortunate design of the disabled ItemSelector makes this very confusing.
I suggest a insensitive text string (No SIM cards detected).
