Steps to test:

- run camera-app
- swipe up from bottom to reveal controls
- turn on flash and turn on HDR
- from a terminal, log in and find pid of camera-app, then do "kill -2 <pid>"
- camera-app should die
- relaunch camera-app

Expected results:
- when camera is started the flash should be enabled and HDR setting should be enabled

Actual results:
- flash is not enabled and HDR is not enabled
