Have a way to detect whether a mouse/touchpad is attached

Bug Description

Probably(/maybe?) on desktop, the toolbar must always be visible.
I think currently the best way to detect whether the toolbar must automatically be locked in opened position is by detecting a mouse/trackpack, so the detection is needed to fix this bug https://bugs.launchpad.net/ubuntu-ux/+bug/1182734
