Because Ubuntu seems to doesn't plan to use Packagekit in a short term.
The features designed for Ubuntu will only be available for ubuntu for a long time.
Besides, I'm always make Ubuntu Tweak distro agnostic. Have you used it under other distros?
If you're using Fedora or others, I hope you can package a rpm for Ubuntu Tweak.
I think it will work well except the package specific features.
I'm using Gentoo now, it is run well. See the pictures below:
