I had a look at the source of the ibus package and found a patch, written in response to bug #716314, that caught my interest. The comments of that bug report let you know that LC_MESSAGES was considered for determining the locale based default input method. However, due to an upstream choice they ended up with using LC_CTYPE instead.
Considering how Ubuntu deals with locale settings in Natty, I suspect that they should better have sticked to LC_MESSAGES. I replaced LC_CTYPE with LC_MESSAGES in the patch, and uploaded a modified ibus branch to my PPA at https://launchpad.net/~gunnarhj/+archive/misc
It would be great if you could install the ibus package from my PPA, and let us know if the change makes a difference with respect to the issue in this bug report.
