I think you might have installed Ubuntu with Swedish language settings
and then changed settings in language-selector. If you have 'Swedish' as
an item in the Language and also Text tabs, then the Swedish
language-packs (language-pack-sv-base) must have been installed.
Otherwise those languages wouldn't be available in those lists. The
locale and language entries for Swedish are only being generated when
the language-pack-sv-base package is installed (provided you didn't mess
with the locale setting on the console ;) ). If you remove them, you
won't be able to set any of the Language and Text settings to Swedish.
(Technically it's not really necessary that the language-packs are
present to generate the locales, but that's how things currently work.)
So, you might have hit a bug in your application, that it ignores the
LANGUAGE environment variable. There is already a similar bug report for
the same issue in firefox. I think openoffice.org is also affected.
