you can set language to german and see german context-menu on right-clicking the desktop? and your home-icon is named "Persönlicher Ordner" like in gnome-panel?
for me it looks like on desktop the language-"file" is not loaded/used.
i tried your step with Parts of the Context-Menu-Entries and most of them are not translated
maybe "Display Settings" is used from another application? but context-menu is also not translated...like the "New Folder" where gettext shows translation
