I don't know why this report has been marked as a duplicate of bug 1359344. However, I do think it's Invalid.

I've found that when a bug report has "should" in its summary, often it is assuming a particular solution to a problem that is not fully described. If the problem is legitimate, the relevant designers and engineers can often think of better solutions for it than the reporter can.

In this case, I can only guess at the problems based on the suggested text for the warning.

"Phone will now reboot in order to install updates" is redundant because the button is already labelled "Install & Restart". This will become even clearer when it is changed to "Restart & Install" per bug 1359344.

"During installation, do not try to power off or reset device" is redundant because, while the phone is updating, you can't restart it or power it off anyway. (Or if there's any way you can, that's a bug we should just fix, not try to warn people away from.)

"Once update is complete phone will reboot again to complete installation" is redundant because you don't see any of the normal phone UI between the first and second restarts. So the fact that it restarts twice is an implementation detail, almost hidden from the user -- and even more hidden once bug 1355093 is fixed.

Finally, "which can be slower than usual device boot" is bug 1385410.
