For those that are experiencing this problem, retrying the upgrade with a

Wifi connections seems to work. Something in the network stack has changed
making the downloader miss behave during mobile data downloads.

If I'm correct all of the people that have reported the bug have tried to
do the
update over 3g, am I correct?
